In response to direction from Pennsylvania Governor Tom Wolf and the Pennsylvania Department of Environmental Protection, Westmoreland Conservation District will operate as follows until further notice.
Staff Accessibility
Our staff are alternating working from home and from the office. Some staff also frequently visit farms, construction sites, timber-harvest locations, and other places throughout the county.
For these reasons, it can take longer than usual for them to respond to your call or email. We appreciate your patience.
How to Reach Us
You can reach our staff via email and telephone. We also are able to arrange virtual meetings (preferred) or face-to-face appointments, if needed. Below are more details on each of these options.
By Email
You have two email options for contacting our staff.*
- You can send an email message to our general email address: wcd@wcdpa.com.
This email will be checked by our administrative staff frequently between the hours of 8 a.m. and 4 p.m. Monday through Friday. Emails sent to this general address will be forwarded to the appropriate person.
- You can email a staff person directly.
If you do not know the person’s direct email address, you may go to the Contact page on our website, and click on the staff person’s name.
By Telephone/Voicemail
You may call our main number: 724-837-5271.
During business hours
If an administrative person is in the office, he/she will answer. If all lines are busy, the recording will answer and give you the option to:
- Dial your party’s extension, or
- Select 3 for a staff directory, or
- Select 1 for technical program staff, or
- Select 2 for administration or education staff.
When the office is closed
The first two options listed above will be available, as well as the option to stay on the line and record your message.
Arranging a Virtual or Face-To-Face Meeting
If you would like a virtual (preferred) or a face-to-face meeting with our staff, please contact the appropriate person below to make arrangements.
Because staff are sometimes working from home or out on field visits, meetings may a little longer than normal to arrange.

Please note that face-to-face meetings will be held in a common area, either inside or out (weather-permitting). Social distancing will be maintained, and masks are required.
Plans and Permits
The Pennsylvania Department of Environmental Protection has issued guidelines regarding plan reviews and permit issuance for the foreseeable future.
Plan Submittal — Plans may continue to be submitted to our office — by U.S. mail, FedEx, or UPS. You also may personally deliver plans to our office, as follows.
When staff are in the office*, you may bring plans inside the main entrance of our building, and leave them on a table that is clearly marked for this purpose. It is best to call ahead if you would like to use this option to ensure that the building is open. The District’s phone number is 724-837-5271.
Alternately, you may bring plans to our office at any time and leave them inside the drop box, which is located outside, near the side door to our building (this door is located to the left as you face the main entrance doors).

Plan Reviews and Permit Issuance — We will do our best to ensure that your plan is reviewed and your permit is issued in an efficient and timely manner.
You will be able to check the status of your plan review at any time via our website (use the link under Quick Links at the bottom of most pages).
Plan review comments will be sent via email, and followed within five business days with a hard copy.

Site Inspections
Our staff are visiting earthmoving, construction, timber-harvesting and other such sites to conduct inspections of the conservation measures.
Workshops and Events
We have begun offering virtual education workshops. Please see our website, westmorelandconservation.org, for more information.
At this time, all in-person workshops and events are suspended until further notice. This includes all events that were scheduled to be held in our barn by outside groups.
