The Westmoreland Conservation District is hiring an Erosion Control Specialist. This position is responsible for performing all duties related to the District’s PA Chapter 102 Erosion Control program including site inspections, plan reviews, complaint investigation, and enforcement. The erosion control specialist will assist clients with soil and water conservation BMP’s. See more information about our E&S program.

Job Description

This position is primarily responsible for day-to-day operation of Chapter 102/105 and other District erosion control initiatives. Assists District Manager/CEO and Assistant District Manager/Technical Programs Director with program implementation. Provides technical assistance to land users in planning and applying soil and water conservation practices. Implements Level III Enforcement procedures.

Duties and Responsibilities

Serve as District liaison with state officials regarding erosion control (Chapter 102/105) regulations and policy changes.

Performs duties related to Chapter 102/105 operations such as site inspections, complaint investigation, plan reviews, workshop development, meetings with contractors and municipal officials, documentation of onsite investigations, monthly and quarterly report writing, and public outreach technical assistance.

Preliminary review of PCSM plans.

Begins Level III Enforcement proceedings when necessary.

Assists with coordination of special projects or programs.

Perform other reasonable duties as assigned by the Assistant District Manager/Technical Programs Director or District Manager/CEO.

Supervision

This position has no supervisory responsibilities.

Education and/or Experience

Bachelors Degree (B.S.) from a four-year college or university in an environmental or watershed management or soils related field.

Certificates, Licenses, Registrations

CPESC or NICET certification is required.
